Carlton County Court Administrator
Minnesota does not use a Texas-style split of district clerk and county clerk for court case files. In Carlton County, the court-record clerk function is performed by District Court Administration under the Minnesota Judicial Branch. The official Carlton County District Court page calls the office the court administration customer service office and places it on the second floor of the Carlton County Justice Center. The same second-floor area has a public access court-records computer.
Court Administration supports case filing, certified-copy requests, calendar questions, public access to court records, and other District Court functions. It is the office to contact for civil, family, probate, juvenile, criminal, traffic, and divorce court records. It is not the office for marriage certificates, birth or death records, real estate recording, military discharge repository records, ordination credentials, or notary filings.

Carlton County Court Records Office
The Court Administrator / District Court Administration office is the local court counter for Carlton County District Court. The court has original jurisdiction over civil, family, probate, juvenile, criminal, and traffic cases filed in Carlton County. For most court record users, the office is the certified-copy and courthouse-access fallback after MCRO search.
- Provide local access to public district court records through a courthouse public terminal.
- Handle certified court-copy requests and copy fees for Carlton County District Court files.
- Support filings in civil, family, probate, juvenile, criminal, and traffic cases.
- Answer local calendar and hearing-location questions tied to Carlton County District Court.
- Direct requesters when remote MCRO access is narrower than courthouse access.
The Carlton County correspondence source is a jail page, not a court-copy page, but it shows how Justice Center services separate court records from inmate communication.
That distinction helps prevent misdirected requests: inmate mail rules belong to the jail, while certified case copies belong to Court Administration.
Court Administrator vs Recorder
The key Carlton County split is between the Justice Center and the Historic Courthouse. Court Administration is at 1780 Justice Drive and handles District Court case records. The Carlton County Recorder/Vital Records Office is at the Historic Courthouse, 301 Walnut Avenue, Carlton, MN 55718. Bryon Blair is listed as Carlton County Recorder. Recorder/Vital Records is a Local Issuance Office authorized by the Minnesota Department of Health Office of Vital Records.
Use the Recorder for marriage licenses, certified marriage certificates, certified birth and death records, ordination credentials, notary commissions, military discharge repository records, and real estate records. Use Court Administration for divorce decrees, civil judgments, probate files, criminal court files, traffic court cases, certified court copies, and public access to court case records. The Recorder phone is 218-384-9156. Court Administration is 218-673-5065.
The Carlton County Sheriff's Office services source is useful for another office split: sheriff reports and local background checks are not District Court copy requests.
Sheriff public-information requests may use the county data request process, while court case records follow Judicial Branch access rules.
Request Certified Court Copies
Certified copies are official court copies bearing court certification. They are often needed for legal filings, name changes, probate administration, divorce decree proof, judgment enforcement, or agency use. MCRO can provide public case information and some documents, but MCRO information is not certified by the Minnesota Judicial Branch. Certified copies must come from local Court Administration.
- Search MCRO Case Search or use the public terminal to identify the case number, party names, and document needed.
- Decide whether a plain copy, certified copy, or exemplified and certified copy is required. Agencies and courts may require certification.
- Contact Carlton County Court Administration at 218-673-5065 or visit the second-floor customer service office at the Justice Center.
- Provide the case number if known, the party names, the document title, and the number of copies requested.
- Pay the applicable Minnesota District Court copy fee and follow the court office's pickup or mailing instructions.
Note: Certified divorce decrees come from the county courthouse where the divorce was granted, which is Carlton County District Court for Carlton County decrees.
Carlton County Data Request Form
The countywide Data Request process is important, but it is not the main path for District Court case records. Use it for county administrative records, sheriff reports, attorney-office records, and other non-court government data. Court case access is governed by Judicial Branch rules, MCRO, the courthouse terminal, and Court Administration.
When the correct office is not clear, the county Data Request page says to send the request to Dennis Genereau. Named county contacts include Dennis Genereau for the Administrator's Office, Kelly Lake for the Sheriff's Office, Jeff Boucher for the County Attorney's Office, and Annie Napoli for Public Health and Human Services. The form asks for enough detail to route and price a request.

Carlton County Court Copy Fees
Most court-copy and filing fees are statewide Minnesota District Court fees. County data copies may use county Data Practices Policy pricing for non-court government data. Because the two systems use different legal frameworks, do not use the county data copy rate to price certified court copies.
| Item | Amount or Rule |
|---|---|
| Certified court copy | $14 |
| Exemplified and certified court copy | $28 |
| Case-management report, 1-50 pages | $5 |
| Case-management report, 50+ pages | $25 per 50 pages or part |
| Civil first paper | $310 |
| Conciliation first paper | $65 |
| Divorce or dissolution | $390 |
| Probate, estate, guardianship, or conservatorship first paper | $310 |
| County data copies | $0.10 per page and actual costs may apply |
Minnesota Statutes Chapter 13 matters because county government data requests use state data-practices rules.
Chapter 13 is relevant for county data, while Judicial Branch public-access rules control court case records.
Carlton County Online and In Person Access
For online court searches, use MCRO first. It supports name, case number, citation number, and attorney searches. To focus on Carlton County, select specific county court locations and choose Carlton from the county list. Remote MCRO access does not show every public record available at a courthouse public terminal. It also limits some pending criminal, traffic, and petty misdemeanor name results when there is no conviction.
The public terminal at the Justice Center is the local fallback for public records that are not available remotely. Court Administration is also the source for certified copies and civil judgment certifications. County jail commissary and inmate-account services are jail services, not court-copy services.
The Carlton County commissary source shows another Justice Center service that should not be mixed with court-copy requests.
Keeping the service paths separate makes requests faster: Court Administration for case records, jail staff for custody accounts, and the Recorder for vital records.
